Foothill (Calif.) College's David Dobbins has decided to transfer to Arkansas for his final two years of eligibility. Dobbins, 6-0, 195, 4.5 seconds in the 40-yard dash, was a wide receiver at Foothill last season but will play free safety at Arkansas. Dobbins, who played prep football at Paducah (Ky.) Tilghman, signed with Tennessee-Martin out of high school. Following a season there, he decided to head to California.
