"I had a bunch of schools on me but it wasn't about going big time," Turner told Scout.com. "I felt like East Carolina was the best fit. I'll come in and play right away and don't have to worry about getting recruited over. Plus, it's in North Carolina."
Turner began the season at the Patterson School before migrating to Christian Life. He committed to Oregon State then rescinded his pledge when Jay John was not retained.
"I'm not changing this decision. I feel confident enough to stay with this one. This is the right decision for me, there's no need to wait."
Turner said he was contemplating an official visit to Florida State for next week, which will now be cancelled.
