<p class="txt"><strong>Where are we now at Cal Athletics? What's the state of the department? </strong></p> <p class=txt>The challenges we face are the same challenges that we've faced for some time. I have a strong belief that a broad-based program is ultimately what suits this University. Our athletic program holds forth the powerful notion that high-intensity intercollegiate sports contributes strongly to the lives of its participants.

If we understand that, then we know we must have a broad-based program. The challenge we face is money, to speak frankly, and to produce the revenue stream needed to support those goals. On this campus today there's a tremendous budgetary stress. There's a justifiable concern with this department running a balanced budget. Given those circumstances, our main thrust is to develop our own primary revenue sources.

The program is moving forward. The USC game is a sample of the progress being made - and we need those seminal moments. But with or without the USC game, I have no doubt that Jeff and his staff are moving that program forward. The losses to Colorado State and Utah were unpleasant perhaps - but they didn't in the least shake my confidence in the work Jeff and his staff are doing.

There is opportunity here for us to bring forward our ideals in a tangible way. We have to be organized, we have to be thoughtful, we have to deliver the message that will persuade our constituents to help bring us forward. What I'm principally referring to here is the stadium project - as everyone knows we're in a silent phase - and that's our euphemistic way of saying that we're in dialogue with people for core donations. I believe, firmly, that there's an urgency here. There's no panic, but there's an urgency to get traction for this project and I feel that's extraordinarily important, both symbolically and in a very real way for Cal athletics.

It's not simply the football stadium project. That project and the timely completion of it influences everything about Cal athletics - it influences field hockey, it influences tennis, it influences rowing - all our programs. What we need is for that core group to come forward and make this a reality.

We look across the nation, whether it's up the road in Eugene, or the announcement of a $40 million donation for a basketball facility at USC. You look across the nation and you see this has been happening for a decade. It's a renewal. I'm just intent on not having the Golden Bears miss this window of opportunity. I'm focusing on this window not being lost.


Memorial Stadium has a firm place in the hearts of many Cal fans - it is almost a shrine. It has symbolic power to many.

The reality is that no matter what your endeavors were as an undergraduate here - an oarsman, a tennis player or none of those - that stadium is a symbol of our athletic endeavors. To say that it doesn't touch the emotions of a significant number of our graduates would be a misstatement. And I know full well that a lot of people around this campus - who are on the periphery of all this - wonder why we have intercollegiate sports at all, and why does it get all of this attention? But look across America: you can be next to the Charles River, you can be in Palmer Stadium in Princeton, you can be in Memorial Stadium in Illinois. Athletics is part of the fabric of our culture and that's a good thing.

But are there some elements that have gone astray? Yes, we must say so.

Can you assess that for us?

I can't assess it firmly. I optimistically hope that those who are on the periphery, the doubters, those who are skeptical, would listen and give it a fair shot. Whether that's been the case yet or not, I can't say. The pressure here to balance the budget - understandably - amid pressures like: "the sports' program is too large", "it can't be done", "it's mission impossible", or even "we just need to reduce the breadth of our offerings," - all those are very shortsighted.

Ultimately, if you argue that we should cut programs down to the 16 sports the NCAA requires as a minimum to be a D-1 program, on some level what you'd really be saying is "Athletics is not really part of the educational mission of this university, so let's just maintain intercollegiate athletics as a kind of PR program."

I just don't think we ever want to get to that. We want to fight that tooth and nail and do everything we can internally and externally to build an infrastructure that will allow us to keep a broad-based program. I think a broad-based program represents the essence of Berkeley. We talk about diversity, we talk about breadth, we talk about education - I say athletics is part of the whole.

There was a collective gasp of worry on CyberBears when Chancellor Berdhal announced his plans to step down. It's been widely known that he's been a strong administrator in this area, and as you know, Cal fans are worriers. A number of our readers asked me to make this my first question to you: Is there anything fans can do to make known to the University their desire that a new chancellor strongly support athletics at Berkeley?

Chancellor Berdhal by his actions has clearly been a strong supporter of intercollegiate athletics. He was the chancellor who forgave the accumulated deficit four or five years ago that arose when Recreational Sports and Intercollegiate Athletics merged in 1991. He was the one that signed the check. And from my personal perspective, he was the one who presented me with the opportunity to bring my particular vision of intercollegiate sports forward. For that I'll be forever grateful.

Bob strongly shares the notion of a broad-based program. He also understands the reality of balanced budgets and his responsibility as Chancellor of the University to address those issues. By inclination and training I'm optimistic. I know that our new President, Richard Dynes, has studied the nature of this campus and understands that athletics is an important element here. I believe he's coming from a campus that does not have Division I athletics, but as they search for a new chancellor, I believe they will select someone who includes a strong intercollegiate athletics program as part of their vision for this campus. There's always concern with change, but you know, we have enough on our plate each day that we don't always have time to wonder about what's coming next.

Craig Morton joined the Bear Backer staff. Do we have a head person for that department?

Not yet. We have brought an interim head on board, John Garamendi Jr. He's reorganizing the unit now, and is doing a good job. He'll be in that slot for roughly a six-month period. We went through a search for the head position some months back, but were not happy with the results. Don McQuade (head of university relations) was extraordinarily supportive on this issue, and approved our plan to staff the position with John on a temporary basis.

We're rebuilding the Bear-Backer unit. It's critical to our success, so we don't want to do this work and not have it done well. A second search is now underway and we expect to be talking to candidates in about three weeks. It's great to have Craig Morton with us. He's thoughtful, he's articulate, he's a Bear, and all of his past successes have not turned him into a prima donna. He's a team player, and wants to be part of the process that brings us forward.


You have spoken in the past about working towards a "business model" where non-major-revenue sports become self-funding.

Given the vagaries of the economy, I have come to believe that the greatest single contribution that a devotee of a particular sport can make is to help build a strong financial foundation for that sport - as rugby has done, as rowing has done, as aquatics is in the process of doing. We're making headway.

The big news is what Aquatics is doing. It's a terrific group of people. Teresa can give you details about where Rick Cronk and Peter Schnugg are heading with it - they have formed a terrific organization that's very aggressive and very thoughtful. They want to put Aquatics at a high level and into an arena of financial safety.

Track & Field is on the up-curve with Chris Huffins. Brian and Jennifer Maxwell are there and have a very keen interest in the track program along with David Epstein and company.

So Track & Field is moving forward, Aquatics is moving forward, and our current key objectives is to get the Bear Backer group fully staffed so that we can assign people in our department to help the administrators and coaches in each program in developing strong support groups.


When we spoke a year ago, you said that there were still a few sports where managers and coaches hadn't signed on to the new paradigm yet - persons who still just wanted funds provided to their programs -

It's clear that there's a great contribution that can be made by developing a strong infrastructure through annual giving, through endowments, both of which require a strong organization. As an administration, we need to support that endeavor with good staff. I will say this: That message has been well absorbed, across the board.


Again with regard to the Memorial Stadium project: you say that fund-raising is in a "silent phase". Is the physical plan complete?

The plan is close. There was one grand scheme that we looked at but it didn't seem feasible in financial terms. We now have a design that's underway and near to completion.

The next step will be to take that plan and have it costed-out. But I have to say this - the variations on the plan are not the issue. The real issue is to identify and bring forward a cadre of people, perhaps just two or three people, who will make the lead gifts to bring the project forward. We can save a little money here and there in terms of allocation of space, or we can spend a little more money here and there. The real issue is the core donation money.


Though this is not the core issue, I'd like to ask about the ordinary ticket holder who wants to know what might be happening to his seating. Is there, in the plan, a time when ticket buyers can have some input into the decisions about how the seat space is used?

There are engineering and construction firms that are expert in doing collegiate stadiums across the U.S., who really know their business inside and out. They do studies of each and every market; clearly any intelligent leadership would rely heavily on that expertise. That being said, there's great value in listening to what the fans have to say. So I will tell you, I greatly look forward to the day when that's our major issue. I look forward to when we can talk about how many seats are here and how many seats are there - because then we will be into the final details, the big bridge will have been crossed.

Because Cal fans are worriers, we worry about losing Jeff Tedford. What's the plan to keep him?

Jeff was signed to a new contract last December. My sense is that each succeeding day, week, and month he's here, the deeper his roots get, the more confidence that he develops, the more familiarity and comfort he has with being at Cal as the football coach.

Clearly one of the significant items in play is the stadium. The issue is inescapable. To be sure, it would be inaccurate for anyone to portray Jeff as a guy who bangs his fist on the table and says I want this stadium and I want it now or I'm going to leave. So don't ever convey that impression, even though it would be logical. To get a balanced perspective on that, put it into scientific terms: think about professors conducting research who need effective laboratory space. Could they do the work without that?

That idea also supports our intention to turn this department into a self-sustaining program. I'm optimistic - I believe we can identify and bring on board a core group of donors who that will bring this project forward. I think that will be an important element in Jeff's sense of confidence in what we're doing here.

Every successful program in the country has their individual or core group - John Arrillaga at Stanford, Phil Knight at Oregon - they're there. There are people that are there for that program. Here on this campus it's been the Haas family. If not for Bob and Walter Haas, this building wouldn't be here.

So what's the name on Memorial going to be? Who is the individual, or who are the people, who will come forward? This is the major building block in our athletic program.

Now - I must tell you - we're coming to the point in this conversation where there's some real emotion involved.

I address all of you Cal fans out there, those of you of major means, and those of who aren't. I say this to you: It's there. This is our time. This is our opportunity. Are we going to seize the moment or are we going to wander around and find all the reasons why it can't be done?

Somehow, out of our body, out of our core of friends, students and alumni, there must be a cadre of people who will step forward and say: this is important to me. Not only is football or basketball important to me, but also University of California Athletics is important to me.

To date, I have to say, it hasn't happened.

We've had a number of people that have given absolutely to their max, extraordinarily philanthropic people who've given - so don't misunderstand what I'm saying here. But there are also a number of people out there who could step forward - those who have the means to step forward and make a mark on this campus that would exist in perpetuity.

Now is our time.
