"I sat down with my family and talked about it, and I came to the conclusion that I didn't want to be that far away from my family and friends," Scott said.
Scott, a 5-foot-9, 180-pound tailback from Durham (N.C.) Hillside, lives just minutes away from Duke's campus.
Thursday afternoon, Scott informed the coaching staffs at both Rutgers and Duke of his decision.
"[The Duke coaches] were very excited," Scott said. "Coach Scotty, he was happy. I talked to Coach [David] Cutcliffe, briefly. They were all excited about getting me in there and starting the recruiting process regarding other athletes."
Scott says his verbal commitment to Duke is firm and doesn't expect any more switches.
"I'm very confident about this commitment and I'm ready to get started," Scott said.
In addition to Duke and Rutgers, Scott has collected offers from Alabama, Clemson, Florida, Tennessee, Virginia, and West Virginia.
Scott is the ninth commitment for Duke in the class of 2009.
