Robbie Andreu of the Gainesville Sun reported early Monday afternoon that Phillips was cleared by the NCAA Clearing House to enroll, but it was Florida's admissions that wouldn't accept him.
Already through the NCAA hurdles, Phillips' father told Andreu that his son would begin looking at other major college football programs to play.
The Gators are still waiting for five-star defensive end Jonathan Bullard, the fourth-ranked defensive end in the country, to be cleared.
