2002 season summary: Carter signed with the Packers on Sept. 25 as a free agent after spending eight NFL seasons with three different teams (Bears, Patriots, Broncos). He proved to be a serviceable backup at fullback as Najeh Davenport moved to backup running back. He was an integral part of the Packers "full-house" backfield package that became a staple of the Packers' offense around the goal line. Though he did not start a game, he played in 12, and contributed 12 special teams tackles and one forced fumble.
2003 outlook: Carter familiarized himself with the the Packers' system last year and should not be to too highly sought-after in the free agent market. He will likely make the veteran's minimum salary in 2003. With the Packers current situation at fullback, he should be invited to his first training camp in Green Bay, unless the Packers can find a cheaper replacement and feel Davenport can fill two roles as a backup running back and fullback.
