"Iowa State is definitely in the top two," said Skinner, who was recently named as the St. Petersburg Times player of the year. "Recently, I had Colorado just come in and offer me a scholarship. I just de-committed from Central Florida, but they're somewhere in the mix. Iowa State and Maryland are definitely my favorites."
Skinner has visits set for Maryland on Jan. 14, and will choose between Colorado and South Florida for his trip the weekend of Jan. 21.
For now, the Cyclones and Terrapins appear to present Skinner the best opportunity for early playing time.
"I like Iowa State because of the coaching staff," he said. "They're very comforting. Both Iowa State and Maryland make it clear they want me, and that I can come in and play right away.
"(ISU assistant) Coach (Chris) Ash doesn't see me anywhere but being at the least second on the depth chart, and having a chance to compete for a starting position. That's all I need. They are recruiting me to play safety, and possibly I could play offense at receiver."
Skinner, who was also a member of the All-Suncoast Team, has seen his interest from top Division I programs pick up in the last month.
"Recruiting is going very well," he said. "I'm starting to get recognized a little more since the season ended. They're giving props where props are due."
