"My Top Five had some things get shuffled around," said Ball. "Penn State was in my Top Five until today.
"I would never say anything bad about Penn State, but I think it's crazy how they are taking it out on the players with what happened.
"As a competitor, and I'm a competitor, when you take away them not being able to go to bowl games for four years, and that is when I would be there, I can't imagine putting your blood, sweat and tears into the game and not ever being eligible for a bowl game. So I don't think Penn State is in my Top Five right now."
One program still making Ball's top list is Michigan State.
"Michigan State is a school in my Top Five," said Ball. "I've been up there several times for games and have been there for some of their most intense games. I was there last season for the Wisconsin game and two years ago when they played Notre Dame and beat them with the fake field goal.
"I've been up there and camp this summer was my fifth time being up there. So it's definitely a great place and in my Top Five and I'm ready to take an official visit."
Another reason Ball is high on the Spartans is what he's heard from former wide receiver B.J. Cunningham.
"Michigan State has great coaches and is a great program," said Ball. "I know a player from my high school, B.J. Cunningham who came out of there and he has nothing but great things to say about Michigan State. So they are definitely a school that when I take my five officials I want to be at."
Right now Ball has four programs he's definitely looking to take official visits with and a few others he's considering for number five.
"Right now I have a Top Four," said Ball. "Arizona State, Wisconsin, Michigan State and Notre Dame are my Top Four. There are a couple of programs I'm looking at for my fifth visit and they include North Carolina State, Pittsburgh, Kentucky and Purdue."
