Scout's No. 7 safety and 136th-ranked player overall out of Elk Grove (Calif) Franklin was initially supposed to reveal his collegiate choice at Saturday's Under Armour All-American Game, but will wait things out and compare the pros and cons of his top suitors with National Signing Day right around the corner.
