Notes: Capable of playing cornerback or safety, Tocho measured in at 6'0 and 185 pounds at the Wolfpack's camp while ripping off a 4.43-second 40-yard dash and an impressive 33-inch vertical jump.
What is NC State getting in Jack Tocho?
"The coaches say I have great recovery speed," said Tocho. "I think that is a positive part of my game. I also played linebacker as a sophomore and like coming up to make tackles which helps me at defensive back.
"I know I need to work on my ball skills and catching the football better, but I think coach Reed will help me with that after working with him at camp. I was able to understand what he wanted me to do and what would be expected of me there."
Tocho had a prolific junior season for Independence, earning All-Southwestern Conference honors. He ended the year with five interceptions, 28 pass breakups, 48 tackles, a forced fumble, a blocked kick, and scored two touchdowns on kickoff returns.
"I feel pretty good about our upcoming season," said Tocho. "We're taking baby steps, and I think we'll be ready for a good run in the playoffs.
"I'll be doing kick returns and punt returns this year too, and coach is going to put me up against the opposing team's best receiver."
Tocho projects as a full qualifier and has indicated that he hopes to major in accounting or engineering at NC State. He also hopes to play early, which could be possible with the Wolfpack graduating three defensive backs after the 2011 season.
"I wasn't reluctant to redshirt, but I think it would be nice to play my freshman year," said Tocho. "Having those seniors leave does give me more of an opportunity, but it wasn't why I committed to NC State.
"The main reason I picked NC State is that's where I feel the most comfortable. It's relieving that it is over. It's been stressful with coaches coming in to see me. It was kind of hard to deal with, but I'm relieved it's done. I know I made the best decision for me."
Scouting Report: "Whether it be blocking kicks, returning kicks, defending passes or coming up in run support, Charlotte (NC) Independence DB Jack Tocho is a guy that makes plays all over the field.
"With legitimate 4.4 speed, Tocho has plenty of quickness but he also shows good change of direction, recovery speed and ball skills while at defensive back. With time and coaching he can improve on his technique but Tocho has a ton of potential and upside.
"At NC State's camp this summer Tocho proved fluid in drills and was one of the best in one on ones.
