Phillips noted that he had narrowed his list to NC State, Wake Forest, and North Carolina before choosing the Wolfpack. Why NC State?
"They've been recruting me since day one," he said. "They've always shown me the most love. NC State was one of the first schools to offer me, and coach Kitchings has been recruiting me since I was a sophomore.
"Plus, I have a lot of faith in coach Doeren. I think he's a great coach and I feel like they are building something special in Raleigh."
A two-way standout for Pelion, Phillips could play wide receiver or safety if he picks NC State. Where does he think he'll end up in college?
"Coach Doeren actually gave me the option of playing either," he said. "I'm more of a defensive guy though. The way I see it, there are a lot of 6'2 guys running 4.5 at wide receiver, but I don't think there are at safety. I think I can have more of an impact there."
Phillips is currently rated a three-star recruit by Scout.com. He is NC State's fourth commitment in the 2015 recruiting class and their first out-of-state pickup.
An early enrollee, Phillips said he will now turn his attention to recruiting for the Wolfpack.
"I definitely have some guys in my mind that I want to come with me to Raleigh," he said. "I've already been talking to them and hopefully I can get a couple to go up there with me to NC State."
