5-10, 165 pounds, 4.4 seconds in the 40
Northwood High School, Pittsboro, NC
Accomplishments: Used primarily as a tailback, Palmer had 168 carries for 1,596 yards and 25 touchdowns as a senior. He finished off the year with a Shrine Bowl selection, all-conference honors and Chatham County male athlete of the year.
Academics: Projects as a qualifier
The Recruiting Scene: It seems like a long time ago but Palmer kicked off NC State's commitments for the class of 2008. The talented speedster was offered by the former Wolfpack coaching staff and that offer was honored by current head coach Tom O'Brien. The Pack went after Palmer extremely hard shortly after signing day in 2007 and secured a commitment from him in March of last year. Florida State and UNC would express interest in Palmer but he would stay solid with State throughout the recruiting year.
Coach Quote: "He can take it to the house everytime he touches the football. I think he could play running back in college, if he can put on about 20 pounds. We don't use him there much, but he's the best defensive back we have on our team.
"His speed is his best attribute. Tobias isn't a 4.4 guy... try 4.2. He [had] been timed between 4.2 and 4.3 at some combines [last] summer." -- Northwood Head Coach Bill Hall
Scouting Report: "Speed is the name of the game for Palmer, who could eventually play running back, slot receiver, and probably his best projected position of cornerback. Excellent burst into the secondary on plays to the outside, huge top-end speed, and overall solid acceleration through his cuts. In limited time as a cornerback, shows excellent hips and ball awareness. Willing to come up and make a tackle, but not enough time on the field to make a full evaluation." – Scout.com recruiting analyst Miller Safrit
