A Scout Team Offense For The Ages

In 1991, Penn State fielded a star-studded foreign team offense that would later propel the Nittany Lions to an undefeated season. James Franklin may well have been understating things when he mentioned the ’91 scout team earlier this week.

At his press conference to kick off spring practice Tuesday, Penn State coach James Franklin recounted a dinner he had with former Nittany Lion Keith “Goon” Conlin earlier in the week.

So Tuesday, when Franklin said that when Conlin was a true freshman at PSU back in 1991, “I think their scout team had 11 NFL players on (it),” many folks may have taken that with a grain of salt.

But they shouldn’t have. If anything, Franklin understated how amazing the Nittany Lions’ 1991 scout team was — especially the offense. We’re not sure how to quantify these things, but it is difficult to imagine there being a better scout team unit in the history of college football.

And no, we are not adding our own seasoning there. It is pretty easy to so how this group fueled PSU’s last unbeaten season, in 1994.

It also helps explain why in 1991, the Nittany Lion defense gave up only 14.2 points per game during an 11-2 season, did not allow more than 26 points in any single game and allowed seven points or fewer four times. More often than not, that defense was seeing a better offense during practice than it was on game day.

Let’s break down the players from the 1991 offensive scout team who went on to become NFL Draft picks and/or play in the league.

QUARTERBACK

Penn State

Kerry Collins: You remember Collins as the record-setting starter for the unbeaten 1994 national title team. But in 1991, he was a redshirt freshman third-teamer behind Tony Sacca and Matt Nardolillo. As such, he saw action on the scout team. In 1994, Collins was an All-American and finished fourth in the Heisman race. Collins was the fifth overall pick in the 1995 NFL Draft. He was in the league from 1995-2011.

TAILBACK

Mike Archie: Archie was one of the more versatile running backs in Penn State history, excelling as a runner, receiver, return man and even passer. He was a seventh-round pick of the Houston Oilers in 1996. He spent three seasons in the league.

Ki-Jana Carter: The numbers suggest Carter was the greatest running back in Penn State history. He averaged 7.2 yards per carry — FOR HIS CAREER. Of the 10 leading rushers in PSU history, only one other man averaged more than 5.9 yards per carry (Larry Johnson, 6.4). Carter was an All-American in 1994, when he averaged 7.8 yards per carry and finished second in the Heisman race. Had he not given up his senior season to enter the NFL Draft — where he was the No. 1 overall pick in 1995 — Carter would have destroyed every PSU career rushing record. He was in the league from 1995-2004.

Stephen Pitts: An effective backup most of his career, Pitts came on strong late in his senior season of 1995. That included 132 yards vs. Iowa and 164 yards vs. Michigan. He averaged 6.9 yards per carry that season before becoming a sixth-round pick of San Francisco in 1996. But he never did make a roster.

FULLBACK

Brian Milne: Milne would later team with classmate Jon Witman to form one of the great fullback duos in PSU history (the other being comprised of mid-1980s standouts Tim Manoa and Steve Smith). Milne and Witman made multiple big plays in big games throughout their careers. As seniors in 1995, they combined to score 14 touchdowns. Witman was a third-round pick of Pittsburgh in 1996 and was in the league from 1996-2001. Milne was drafted by Indianapolis in the fourth round that same year and was in the league from 1996-2000. But Witman was not on the foreign team for the 1991 season — or the team at all. He dropped out of school in August but returned for the spring semester.

Brian O’Neal: O’Neal is a forgotten member of the 1991 scout team. He actually saw action as a true freshman in 1989 and sophomore in ’90, but with senior Sam Gash figuring to get the bulk of the fullback action in 1991, O’Neal took a redshirt. O’Neal was PSU’s second leading rusher in 1992 and fourth-leading rusher in 1993, scoring a total of 14 touchdowns across those seasons. He went undrafted in 1994 but made the Philadelphia roster as a free agent. He spent one year in the league.

Kyle Brady: Brady was a redshirt freshman in 1991 who finished the season as Penn State’s fourth-leading receiver with … get this … 14 catches. But he spent some time with the scout team that year due to a minor disciplinary issue. Brady would go on to become an All-American in 1994 before being taken by the New York Jets with the ninth overall pick in the 1995 draft. He was in the league from 1995-2007.

OFFENSIVE LINE

Keith Conlin: “Goon” was a two-year starter at long tackle who won second-team All-Big Ten notice as a senior in 1995. He was a sixth-round pick by Indianapolis in 1996, but his pro career was cut short by a neck injury. 

Jeff Hartings: One of the best offensive linemen in Penn State history, Hartings (shown above) won All-America notice at guard in 1994 and 1995. He was the 23rd overall pick in the 1996 draft, going to the Detroit Lions. He was in the league from 1996-2006, and went to the Pro Bowl in 2004 and 2005.

Andre Johnson: Johnson became a starter late in the 1993 season and was a mainstay at short tackle in 1994 and 1995. He was a second-team All-Big Ten pick in 1995, and went on to be the 30th overall pick in the 1996 draft (by Washington). Johnson was in the league from 1996-98.

Marco Rivera: One of the most underrated offensive linemen in Penn State history, Rivera won second-team All-Big Ten notice in 1994 but no other major accolades. After three years as a starting guard with the Lions, Rivera was taken by Green Bay in the sixth round of the 1996 draft. He was in the league from 1996-2006, going to three Pro Bowls in that span. He was named to the Packers’ Hall of Fame in 2011.

NOTES 

• Wonder why there are no receivers on this list? It is primarily because the top pass-catcher in the Class of 1991 — Bobby Engram — played as a true freshman that year. He took a redshirt the following year due to a well-documented legal issue before returning in 1993 and developing into the greatest receiver in PSU history. But Justin Williams, who was mostly a backup receiver during his PSU career, was on the scout team in 1991.

• Engram played in 1991 even though the offense had a future All-American receiver in O.J. McDuffie and Terry Smith, who led the team in receiving that year. Engram had only four catches for 40 yards, so an argument can be made that he should have redshirted, too.

• Also seeing snaps at QB for the 1991 scout team were John Sacca, who started multiple games during his PSU career before leaving the program in 1993, and Danny White, who became a three-year starter at Arizona when he transferred there.

• How sick was the running back talent in the 1991 recruiting class? Besides the tailbacks and fullbacks listed above, it also included athletic fullback J.T. Morris. Morris and Engram were the only two true freshmen NOT to redshirt in 1991. Morris averaged 8.5 yards per carry on 33 attempts and caught one pass for 64 yards in ’91. He ended up transferring out of PSU in 1993.

• As it turned out, 1991 was the final year the NCAA scholarship limit for Division I-A programs was 95. It began the transition to the current 85 the following year.
