I'll preface this article by saying that the following is just my early analysis and is based only on my own observations. The Penn State coaching staff has had no input.
Quarterback: (1 or 2)
|QB||Ganter, Chris||Ganter, Chris||Ganter, Chris||-||-||-|
|QB||Mills, Zack||Mills, Zack||-||-||-||-|
|Gliatta, Vince||Gliatta, Vince||Gliatta, Vince||Gliatta, Vince||Gliatta, Vince||-|

Last January, Vince Gliatta told LionNews, "Penn State said that I'd get my shot at QB, get my reps. If I don't play quarterback...they think I could help early at defensive back at the safety position."
I feel PSU should have at least 4 true QBs on scholarship at any given time given the importance of the position. I would expect Vince to get his reps at the quarterback position especially considering that PSU has only 3 other QBs on scholarship right now in Mills, Robinson and Ganter.
Mills runs out of eligibility following the 2004 season which leaves only Ganter and Robinson (and Gliatta if he's still at QB) at the position. Both of them run out of eligibility in 2005 which leaves noone in 2006 except possibly Gliatta and a few walkons.
Whoever signs with PSU this coming February will be a redshirt soph or true junior in 2006 when, unless Gliatta, a walkon or an underclassman is the starter, they would be at the helm (if not earlier). If PSU only signs 1 QB in February of 2004, any other scholarship QBs in 2006 would be at most a redshirt freshman or true soph.
If Gliatta proves this season that he is capable of playing QB in the Big 10, we could possibly get away with signing only one QB this year. If not, I feel we'd have to sign 2 this year. I'd feel more comfortable if PSU signed 2 this year and had more experience at the position going into 2006.

Penn State has a verbal commitment from Matt Hahn at whom they are looking to play the "superback" position, an LJ-like role. Following his recent visit to PSU, Matt told LionNews:
"They told me that if I am coming then they are not going to take any more running backs....They said they were getting one [running back] and a fullback, or something like that."
Whether or not that is the case remains to be seen. It's been suggested that Penn State is still recruiting other non-superback type tailbacks. Either way, PSU seems to be pretty solid at the running back position, especially after getting a commitment from the very talented New Yorker.
Barring a redshirt this year from either McHugh or Jefferson, PSU will have only 2 fullbacks from the current roster back in 2004. I've stated previously that I think PSU should have at least 3 players, preferably scholarship players, working out at FB at any given time. Penn State had 5 at the position last year and will most likely have all 5 back this year so it's obvious they consider the position important.
Wide-Receiver: (1 or 2)

Penn State seems to be solid at the wide-receiver position as we should have 9 players on scholarship for the 2003 season and 8 of those back for 2004. Only 3 of those would remain on scholarship in 2006. To ramp up for 2006, PSU should sign at least one wide-receiver in February.
Tight-End: (1 or 2)
|TE||Richardson, Andy||Richardson, Andy||Richardson, Andy||-||-||-|
|TE||Smolko, Isaac||Smolko, Isaac||Smolko, Isaac||-||-||-|
Only two of the current scholarship tight-ends will be back in 2004. Both of those will be gone after 2005. Penn State must sign at least one tight-end in February to provide depth in 2004 and 2005. This signee would probably be a redshirt soph in 2006 when they would most likely be the starter. If we waited until February 2005 to sign another, then that guy would most likely be a redshirt freshman in 2006. Signing two this coming February would provide more experience heading into 2006 but will we have enough scholarships?

The Nittany Lions seem to have a pretty even distribution with regard to eligibility on the offensive line. I've heard second-hand that Penn State may be looking to sign 3-4 offensive linemen this recruiting season, but I don't see enough scholarships for more than 3.

The thirteen scholarship players I have slated for the defensive line will all be back in 2004. As a result, I wouldn't expectr PSU to sign more than two defensive linemen this recruiting season. It's also a distinct possibility for a few players currently on the defensive line to move to the offensive line which would reduce the number of OL needed and increase the number of DL needed.

Linebacker is a tough position to gauge since there are some athletes on either the defensive line or in the offensive backfield that could be moved to the linebacking corps. Assuming Ryland is on scholarship as has been reported, PSU will lose three scholarship linebackers following the 2003 season. We'll lose six more following the 2004 season.
That dropoff combined with the fact that Paxson may be headed to the defensive line is troublesome. As stated previously, guys like Shaw, Snow, Hunt, Wilson and Purcell to name a few could be moved to linebacker. Still, PSU should sign at least two linebackers this coming February.

Hopefully, Anwar Phillips returns to Penn State in the fall. I would expect Penn State to sign three defensive backs this recruiting season, preferably two corners and one safety.

No current scholarship kickers will return for the 2005 season. It's possible PSU could use a scholarship to land a highly coveted kicker. However, with the limited number of scholarships we have this year, I would expect PSU to offer preferred walkon status to kicker(s) this year with the chance to earn a scholarship as early as 2005 when more scholarships will be available (or give one to a current walkon kicker).
With Kapinos still having 4 years of eligibility, I don't see PSU offering a scholarship to a high school punting prospect.
I total 86 scholarships for 2003. It's possible that one of the players I've seen reported as being on scholarship actually is not (e.g. Lukac, Ryland). It also assumes Anwar Phillips will return for the 2003 season as we have been told. It's technically a possibility that we are currently over-allocated and are counting on someone not being around in the fall but I tend to doubt that. Of course it's also possible that my math is bad.
The number of scholarships that I show as being available is obviously subject to change and can only be viewed as being an approximation. Note that I don't include verbals (Hahn) or possible 5th years (red names) in scholarship counts.
blue/bold = scholarship player
blue/italics = verbal commitment
red = eligible if available redshirt year is used prior
* = eligible if he graduates within first four years
+ = eligible assuming granted medical redshirt for 2002
