On Wednesday, Carter committed to Nittany Lion assistant coach Ron Vanderlinden.
"Yesterday they offered me — I was made aware of the offer yesterday," he said. "I talked to my parents and some football advisors. I've always had Penn State as my first school. I've always played them on xBox and watched them on TV. Once I got that [offer], I knew it couldn't get any better than that."
Penn State was the first major program to offer Carter. So it is fitting in a way that he is the first member of the Nittany Lions' Class of 2011.
"I wanted to be their first commitment and to get this process over with so I can focus on my senior season," he said.
After receiving the offer Tuesday, Carter was estatic.
"Last night I was in shock the whole night," he said. "I couldn't go to sleep. I couldn't believe it. This really means a lot to me. I'm blessed to have this opportunity."
