's recruitment finally came to an end, for a second time, Friday when he announced he will attend Rutgers
Issaka made the announcement during a ceremony at his home in the Port Reading section of Woodbridge.
It ends a circular recruiting process for the 6-foot-3, 236-pound Issaka, who was originally committed to Pittsburgh but de-committed after the pair of coaching staff shake-ups.
Issaka's other finalist was North Carolina.
