Set to visit Miami this weekend, Hart will then weigh his options and end his recruitment.
"I'm winding down to my decision so I would say everything is slowing down for me and starting to make more sense," Hart said. "My decision will be probably in the next three weeks."
"I think the Rutgers, Penn State and Villanova [visits] probably stood out the most to me right now," Hart said. "Looking from the aspects of the fan's support and love for basketball and everything, that's what's most important."
Hart visited Rutgers earlier in the month. While on campus, he spent 1-on-1 time with head coach Mike Rice and his staff, sat in on a communications class and attended the football home opener against Howard.
"It was pretty crazy, but I was just at Penn State for one of their games too," Hart said. "There wasn't 100,000 like at Penn State, but the fans were really passionate and everything. It was a really good environment, the support was crazy."
Here is an in-depth look at all of the schools in Hart's top five: Rutgers "I liked the coaching staff and the facilities. I like the players a lot and everything kind of surrounding the athletics. They're working on an upgraded stadium that is supposed to be really good. To be able to spend time with the guys was great."
Penn State "I like them. They had me come during a football game and you just saw how much the fans love athletics there. I think I'd get a good opportunity there."
Villanova "Coach [Jay] Wright is really high character. He's one of the best coaches in the country and it's a great program that does it the right way. … [Gonzaga forward Kris Jenkins] is kind of like my brother. He's committed there now and just saying he wants me to come play with him and everything."
Xavier "[When I visited], they told me a lot about how I would fit in there. They win a lot of games every year. There is a chance for me to play there right away and that's important."
Miami "I don't know as much because I still need to visit. I'm just trying to see the energy on campus and the support they have for the basketball team."
