Relatively unfamiliar with Rutgers until recently, Johnson said the offer excited him because of the upcoming move to the Big Ten.
"I know they're a program on the rise," Johnson said. "I don't really know a ton about them yet, but they're up and coming."
Panagos, the former defensive line coach at nearby UCF, is the primary recruiter for Johnson.
"He's a funny guy," Johnson said. "We joked around a lot but he's a great coach too."
The 5-foot-11 defensive back visited FSU for its spring game in mid-April and recently received an offer from UVA.
"They're all up there," he said. "Education is really, really important for me. That's why I like Virginia. … Also, just having a good relationship with the coaches is big. That's the main thing other than education."
Johnson has been to multiple junior days before the start of the spring evaluation period but said that they have not led to him looking at a decision. He has no time-table in sight and plans to take unofficial visits this summer before trimming his list.
