"I was waiting for this one for a while, so it's huge," Charles said. "It means a lot to me coming from a school like that. Coming from New Jersey, you feel really excited about it. You just want to keep grinding and keep doing what I do."
Charles has yet to visit Rutgers, but followed the program growing up and worked out in front of coaches during the spring evaluation period.
"I know a good amount about Rutgers," Charles said. "Just the atmosphere and how they focus on family is very important. They like to get the ball to their wide receivers but they keep it balanced with the run game."
The 6-foot-4 receiver prospect said his first visit to Rutgers will be this summer for one of the camps offered by coach Kyle Flood and his staff.
"I know some already, but I want to get a good look at the facilities," Charles said. "Just overall, I want to see the school and meet people."
"I'm looking for a school that will put its best guys on the field," Charles said. "For me, you want to see everyone have an equal chance to play, even if you're just a freshman or sophomore."
