Herr told FOXSportsNEXT.com that West Virginia, Rutgers and Tennessee are his top three schools.
"They are up top," Herr said of the three schools.
The Scarlet Knights and Mountaineers have been mainstays in Herr's recruitment with the Volunteers coming into play on a recent camp visit, Herr said.
Herr camped at Michigan today, where two teammates earned offers. While the Eastern Christian program competes in a 7-on-7 at Maryland Saturday, Herr will be at Rutgers with family for an unofficial visit.
Rutgers was the first school to offer Herr and hosted him for two games in 2012.
Herr has two teammates -- Daikiel Shorts and Wendell Smallwood -- joining West Virginia this summer and teammate Neiko Creamer is committed to Tennessee.
