Herr recently finished an unofficial visit to Rutgers and has the Scarlet Knights on top, he said.
"They were my first offer, so that's something that's still really big," Herr said. "I saw a lot of things that I didn't see before. Touring the campus was probably my favorite part. I had heard a lot about how it was sort of scattered, but I liked it a lot when I looked around. It wasn't so bad with everything spread out."
Herr sat down with coach Kyle Flood before leaving to discuss his recruitment. With the rest of his school at a Maryland 7-on-7, Herr said he wants to meet with his head coach, Dwayne Thomas, before closing in on a decision.
"We just talked about why I am a good fit for his school and how happy he would be if I decided to commit," Herr said. "After today, I'm going to go back home and have a conversation with my coach and go from there because I really like Rutgers a lot."
Herr brought family to his visit Saturday and said they left impressed with the academic opportunities.
"They really liked the academics and the APR, which is very important," Herr said. "They said that they liked the school and thought that it would be a good place for me to play."
