Commentary:
Tommy Streeter has moved to number one because he would be the biggest "Impact" signing of the '08 class. Not only on the field, but in future years when recruiting down in Miami. Landing a high-profile name like Streeter will open other recruits to the idea of playing in Tampa.

B.J. Daniels slips down a few spots because of the need for OL/DL. Bedford will come in and play right away, while Shaw is probably a red-shirt year away from competing for a starting job.

Quavon Taylor is a new name to the board and could be one of the most talented players on the list.

Another new name is George Baker, he would be a little higher but USF landed Atlantic Delray CB Jon Lejiste. I like Baker because he also has the ability to return punts, something USF desperately needs. Also look at Martavious Odoms as a phenomenal punt returner and speed slot receiver.
