It's about the university's policy that allows honoring football players' jerseys, but only retiring the numbers of Heisman Trophy winners.

Titans question: Sophomore slump for Young?
When the Titans drafted Vince Young third overall last year, most outside the organization expected the team had a bit of a raw "quarterback project" on its hands. In other words, Young was seen as more "athlete" than "passer." But there's a lot more to playing quarterback than being able to accurately chuck the ball downfield or a having a textbook throwing motion. By the end of last season, two better words for Young became "winner" and "leader."
