Really not much credit has to be given when they are appealing from D4 to D3 which is where they have been playing for some time and would really face little competition in D4. Moon Valley and Tempe were D3 playoff teams last year and Washington will hurt its enrollment if they play D4 football.
If they didn't do it they would lose players to open enrollment. If you look at the D4 teams you would understand why Tempe and Moon Valley would gain nothing by "dominating" that division and quality players would go to schools that played more quality competition. The team I do give credit to though is Highland appealing to D1 from D2. There would have been no harm in their staying in D2 and playing a D1 heavy freedom schedule.
