The kid knew the official was there and even extended his arms upon contact. There is no excuse for that type of nonsense. That said, after watching the video of the play prior to the play where he gets run over... this official needs a little more training on his positioning. On the prior play, he simply stands in one place while an inside run comes almost right at him. As the tackle pile collapses right at his feet he never even moves back a step or two... though he puts his hands out at the last second for protection. Officials should always be cognizant of the flow of a play and when possible, move a little back or to the side to avoid being involved physically in the scrum. Perhaps I am nitpicking a bit, but I don't want to see an official injured due to being targeted by a disgruntled player or due to careless positioning.
