Toasting fennel seeds releases their oils and brings out their anise-like flavor.

To toast the seeds, place them in a dry skillet over medium heat. Cook 2 to 3 minutes, stirring often. Watch them carefully so they don't burn. There will be little color change, but you'll know they're done when they become very fragrant.
