Cardinals' Colombian scout Neder Horta was selected as Manager of the Year by the Colombian Baseball Federation.  He managed Tigres de Cartagena in the Colombian League last season and has been instrumental in the signings of Donovan Solano, Alexander Castellano, and Luis Orozco.
