Q&A with Carlos Rios

TAMPA, FL - PinstripesPlus.com sat down with Yankees Director of Latin American Scouting Carlos Rios - who was in Tampa recently for Spring Training - for an extensive Q&A session. We asked him just how good is this year's upcoming signing class, how happy he is with Jesus Montero so far, which of the the American kids stood out in camp, what's up with Edward Salcedo, and much, much more.

PinstripesPlus.com: Can you give us an update Edward Salcedo? I keep hearing he has signed but yet nobody will confirm the signing. What are you hearing with the Salcedo situation? Do you know what his status is?

Carlos Rios: He has signed with the Cleveland Indians for $2.9 million. They evaluated him as that type of player and they're just waiting to get clearance from the consulate. They reported it, they submitted a contract to Major League Baseball, and the paperwork through the consulate is being investigated. From time to time they do this. He's a high-profile case obviously, a record-setting bonus, and so they want to make sure everything is in order. That's a process that's not only on Salcedo but is done on every player and when the consulate finds papers or things that they don't like they take their time in doing so. Hopefully everything will be alright for him and everybody. We have been through those processes before. We had it with Jose Mojica and Ramirez when we first brought him to the United States. It could be a minor thing. It doesn't have to be anything real bad, but they are going to take their time and that's what happening right now.

PinstripesPlus: I know Juan Alberto Duran signed with the Reds, but was he a player you guys were on?

Rios: We've seen him and we were on him. He's a hitter. He can hit with some power but he's had arm problems. I think he's going to have surgery on his throwing arm. The ruling was in affect - because I know that can be done since it's been done in the past - they were aggressive. The Cincinnati Reds had publicly stated that they didn't have a number one pick and they thought that was the best choice for them, to get a player with that kind of tool. It's just business sense for them. For us it's somebody everybody has seen. Mark [Newman] has seen him and we've all seen him. We had him in our strong follow list but our understanding of the market was a little bit different than Cincinnati.

PinstripesPlus: Talk about this upcoming signing class. How excited are you about the 2008 'July 2nd' signing group?

Rios: It's very good. It's a very strong class. I told you last year that it was going to be better than '07. A lot of people kind of doubted that and I'm here to tell you that the '08 class is real good, but the '09 class is even better. Latin America is really taking over. Players are more mature, more prepared, better coached - they had the tools but they were lacking those things in the past - so it's a real strong class. There's good hitters, good left-handed bats, and we're trying to do the best we can. Like everybody else we're dealing with a budget and we're trying to do the best we can with that budget. There's a couple of premium players that everybody wants and they're going to be high-profile guys that everybody runs after. Micheal Inoa and Yorman Rodriguez, everybody knows them. Inoa is a right-handed pitcher from the Dominican Republic and Rodriguez is a centerfielder that everybody knows. It's not a secret. Both are high-profile guys. The '08 class is going to be really, really good but the '09 class is going to be even better, I really, really believe so. It's exciting. We're gear strong in Latin America. We're putting more scouts, more management there. The front office people have been great. We're thinking about increasing the number of players we sign and we have an opportunity to do so. We're out there committed to try and do the best we can with the best players we can get. We'll see what happens.

PinstripesPlus: Of the players that are here and that were in the pre-Spring Training camp down at the complex in the Dominican Republic, which players have stood out in your mind as making the most progress thus far?

Rios: Obviously [Arodys] Vizcaino, with the way he threw the last time out, I was very happy and very impressed. He was very calm. Here's a kid who hasn't pitched a professional inning in baseball yet. I see [Francisco] Arcia playing in the Gulf Coast League. Here's a kid who played a little bit in the DSL last year. I'm excited. A lot of the young guys are really holding their own and I'm looking forward to seeing their challenges. I believe the group that's coming now - Pirela, Urena, Arcia, Santamaria, etc - it's a group that has a solid foundation, I really do. We'll see what happens.

PinstripesPlus: Talk about the progress you've seen from Jairo Heredia from the time you signed him until now. He seems to be putting things together pretty quickly.

Rios: We knew he had a good foundation and good tools to work with, but I think the best thing to have developed is his knowledge and understanding of English. His comprehension is so much greater than some of the other kids and he's taking advantage of that. Having Nardi [Contreras] as a bilingual pitching coach is outstanding. I think all of these factors combined with a good tool package and player development is going to help this kid. I've been impressed with what I've been hearing of him. I hear great things.

PinstripesPlus: Abraham Almonte is a player that I've been excited about for two years now and he really seems to be coming into his own, especially here in camp. Are you seeing the same thing?

Rios: Yeah. He's a kid that I believe the tools when they moved him to centerfield, it ended up being a great move because he's more calm, collected, and he's not worrying too much about his defense, which was really his weakest point at second base. He's focusing more now on just being a hitter and a player. He's got a long way to go in centerfield, but now the worst case scenario is he'll be a left fielder with hit-ability and he does have, even for a small guy, good power with 70 speed. It's a very interesting package and it's what we call sleepers. I think player development is really, really doing a great job with making him shine.

PinstripesPlus: Jose Pirela, who seemed to have struggled at shortstop, looks like a more comfortable player at second base. What have you seen from him?

Rios: Pirela's a guy we knew was a very crude athlete from a very small hometown. He played very little baseball there. I don't think he played but 10-12 games there a year, it's such a small city. He's learning and he's feeling more comfortable there [second base] obviously. I believe they're still going to play him at shortstop and second base, but he's getting stronger, he's maturing as a hitter, definitely makes solid contact, and he's an exciting player to watch because I think he's one of those kids that's going to keep growing. He still has a high ceiling left.

PinstripesPlus: A year ago Carlos Urena was having one of the more incredible Spring Training camps and he's not exactly having the same type of success this go around. What have you seen from him?

Rios: His was a process where he came here and he had an unrealistic Spring Training. Sometimes that can be good and sometimes that can be bad. I think he learned from it. I think he went down there [Dominican Republic] and we treated him as just another guy. I think it was a growing process and a maturity process that we're working with him. The tools are there. He's got a great package. He's here, he was doing okay, but then he hurt his hamstring. He's a player who will be here [the United States] and he'll mature, and as he matures his ability is going to take over because he does have a lot of talent but he's got to focus on the tasks that he has at that particular time. Sometimes kids get it quick and sometimes it takes them one or two years for them to comprehend and feel comfortable with the environment.

PinstripesPlus: How important a year is it for Marcos Vechionacci this season?

Rios: This is one of the things I always had a little bit of concern with, the urgency factor in him. That's just the way his temperament is, he's easy-going about things. He's in Double-A. Double-A is a turning point for a prospect. If you can play at Double-A you become a prospect of some kind and I think he's going to have to show us, the New York Yankees, that he's a legit prospect. Right now they've given him all the opportunities to do so and we're hoping he does take advantage. I believe he had a very good stay in Major League camp and he has all the ability. We just hope he has a little bit more energy and fire within him to understand that it's time to do something.

PinstripesPlus: Zoilo Almonte not being in camp surprises me. What's the thought process behind having him come only for Extended Spring Training?

Rios: Well right now a lot has to do with numbers. We have a lot of players in camp. We knew that he wasn't going to make an A-ball club so therefore we can't bring everybody. I also think it's good that once in a while player development changes on them because if they're always on the go, the first on the list to go, that can be good and bad. I think he'll be here at the right time. We're working with him down there [the Dominican Republic] and he's playing some first, as we did in the Instructional League, and some outfield. We're going to try and get him some more at-bats. They're going to have the opportunity in Extended like everybody else. We also use that time to see other players that have never been here in Spring Training. We want to give them the experience of a Spring Training as well. Sometimes it's a numbers game but we still think very highly of him and hopefully he'll match up to those expectations this year.

PinstripesPlus: Talk about Jesus Montero. He seems almost to be a man among boys in this camp. Are you pleased with his progress?

Rios: We're extremely happy. The maturity has really come and been a big role in him even though he's a fun, jolly kid. He understands the concept and the responsibility of getting better. I believe he understands better his role, that he was a high bonus guy with high expectations on him. Going to Major League camp really did wonders for him. It really made him understand the work ethics of Major League guys, hearing Joe Girardi speak. I think there's a lot of factors that are going to make him even better. He's challenged right now with Romine and I think that's a good thing. Competition is always good, I think it brings the best out of people. He's shorter in his swing. Player development has really helped him with his body. He was catching really well the other day. He's on track and we're happy he is because he's an important signing to us, and the New York Yankees have high expectations on him in the future. We're hoping that every year that goes by we're closer to the goal that we have with him.

PinstripesPlus: Prilys Cuello has a lot of hitting ability but he hasn't exactly had the great camp so far. Talk about where you see his development right now.

Rios: Prilys is in that Vechionacci group that are easy-going, they don't talk much. Those guys really need to push it up a little bit. He knows he can hit. He's a very confident hitter. He'll have his chances to play someplace and wherever he goes we need to get him at-bats because we believe he has a quality bat. I think he's the type of kid that as he feels more comfortable with the English and the environment, he would excel better. Right now he's a little shy and sometimes that slows down your development.

PinstripesPlus: Kelvin De Leon has been in camp. He's had the nagging groin injury and I know it's still very early, but what have you seen from him so far?

Rios: He made great progress in the Instructional League with his swing. He's more selective, he understands the concept of hitting. You see a more confident kid being here and this camp is going to help him. Again, he's a kid that has responsibility. We gave him a high bonus and he understands that he's got to work at it. He's going to get his chances. Obviously he's not going to make an A-ball club but he'll get his chances in Extended and he needs to prove to the New York Yankees that he can stay here in the Gulf Coast League. I think we're going to give him every opportunity to do so. Hopefully we'll keep him here and he will show why we gave him all that money.

PinstripesPlus: I realize your focus has been on the Latin players, but which of the American kids have caught your eye this Spring?

Rios: I enjoy Austin Romine very much. We had him in the Dominican last fall. He's a great kid. He and Montero are going to be a very good combo. I don't know that there's a better two-way combo than Romine and Montero in any league at a premium position like that. That's a beauty to see and watch, and he's really impressive. I saw Dellin Betances throw the other day and I'm happy that I see his mechanics are getting better. There's a lot of kids here that were in camp with us in the Dominican before, Mark Melancon in particular. I like him. He's a great kid, he gets along with all the Latin players, and he's got great stuff. The arms are there. We're extremely happy with the quality of arms we have down here in Spring Training. Austin Jackson looks like he's picking up right where he left off last season, that's exciting. It's a great combination we have. Obviously the pitching is the strong side right now from what I see of the American kids, but the hitting is coming around.

PinstripesPlus: Josue Calzado has been slowing developing his game and he seems like he's primed to have a breakout year sometime soon. Do you see that as well?

Rios: Remember he used to be a pitcher and we made him a hitter, and that takes time. He's been learning, he's been feeling more comfortable, and he's getting the at-bats. I believe the player development staff has spent a lot of time with him. His body is there, the tools are there, and this kid might be that close from really releasing all of that talent - and that could be a real fun thing.

PinstripesPlus: Talk about Eduardo Nunez. Like Calzado, his talent hasn't exactly showed up in the stats column the last couple of years. Is he too primed for a breakout season?

Rios: With Nunie I've heard some great things. He went over to big league camp and spent a lot of time with Jeter. He looks more mature, he looks more focused. Here's a kid where we're waiting for him to feel more comfortable and release that ability. Obviously now he's a right-handed hitter only and he's focusing on that, and we'll go from there. He could be a breakout candidate this year.
