Walter Powell was re-signed to the Buffalo Bills practice squad on Friday. Powell was previously with the Bills, but the Oakland Raiders signed him to their 53-man roster on October 16. Oakland waived Powell three days ago and the Bills apparently felt as though Powell was worth re-signing.
Powell appeared in four games with the New York Jets in 2014 and returned eight kicks for 233 yards. He also had 12 punt returns with New York that went for 48 yards. This year, Powell was cut by the Jets before the start of the season and signed with Buffalo's practice squad.
Buffalo has its fair share of uncertainty on kick returns. Before the bye week, the Bills had Boom Herron and Anthony Dixon returning kicks. Neither were overly effective as they lack the speed you want in a returner. It's possible that Leodis McKelvin handles kick and punt return duties with Buffalo, but down the line Powell could be promoted to the main roster for return duties.
