Chris Hogan is set to become the newest member of the New England Patriots

Buffalo declined their right of first refusal.

Chris Hogan is set to become a member of the New England Patriots. The former Buffalo Bills wide receiver signed an offer sheet with New England that will pay him $12 million ($7.5M guaranteed) over three seasons. The deal spread out equally over three seasons would have been difficult for the Bills to match, but New England made it near impossible by making Hogan's cap hit $5.5 million in 2016. 

The Bills could have taken five days to review the offer sheet but they've declined their right of first refusal. 

In the last three seasons, Hogan has caught 87 passes for 959 yards, and six touchdowns.
