When the Cleveland Browns signed Dwayne Bowe, fans were not overly excited but cautiously optimistic what the long time Kansas City Chief could do. He is a big receiver who had a history of raking up the yardage and touchdowns, though none last season, before Andy Reid and Alex Smith came on board. The signing seemed to indicate that the Browns wouldn't draft a WR high, which turned out accurate, which was more frustrating for fans.
Due to a lingering hamstring issue, Bowe wasn't able to show much in Training Camp or the Preseason to alleviate fears. Instead, though we scoffed at Solomon Wilcotts statements during the 4th Preseason game, Bowe seemed closer to getting cut than to starting for the Browns. Even more indication came when the first Regular Season depth chart came out and he was listed as a third stringer.
Now comes a report today from Ian Rapoport that Bowe is not even going to be active versus the New York Jets"

There will be many with agendas that will point to GM Ray Farmer being suspended and HC Mike Pettine taking control of the roster. Pettine has control over who plays Sundays, but some want to continue this narrative.
Instead, as RapSheet notes, Bowe's $9 million guaranteed likely kept him on the roster with the hopes that he could produce in the future.
Bowe looked heavy in his Preseason action. He wasn't explosive at all. It leaves the Browns wondering whether that is just due to lack of conditioning while dealing with his hamstring injury or more due to age and an erosion of skill. They obviously hope that he can get his legs back under him, cut a little weight and add back his explosiveness.
If not, that is a waste of a lot of money as well as the opportunity cost to add a different WR if they hadn't signed Bowe.
