The answer is... probably no.
JetsInsider.com sources along with many others say the two sides are still at a stalemate despite reports that the Jets have offered several different contract scenarios to Fitzpatrick. The NY Daily News reported that one contract offered was as high as $24MM with $15MM guaranteed.
NFL Network's Ian Rapoport who has been on top of this situation daily tweeted this late yesterday:
ESPN Insider Ed Werder had similar news:
Jets fans had optimism that something would get done based on the team surprisingly re-signing Muhammad Wilkerson just before the franchise player signing deadline earlier this month but apparently the staring match between the Jets and Fitz will continue into camp. The big question now is if the Jets will set a mandated deadline as to when they have to move on. On Fitzpatrick's side, without any other obvious viable options that will pay anywhere near the amount the Jets will offer, how long will he let this go on?
As practices start tomorrow this for sure will be the top subject at hand.
Oh, by the way, top pick LB Darron Lee is still unsigned as well.
Not exactly the way you want to start camp.
