With Berlin (5-4) trailing 23-10 entering the fourth quarter, Denver Broncos quarterback Todd Husak guided Berlin on a pair of touchdown drives, the second capped by a one-yard scoring run by Arizona Cardinals running back Adrian White with 4:31 remaining, giving Berlin a 24-23 advantage.
Scotland's hopes were dashed when Lawrence Tynes' 52-yard field goal attempt fell short with 1:18 remaining.
"This was a tough, hard-fought game," Husak said. "We stayed together as a team and made the plays we needed to."
Packers cornerback Hurley Tarver started and had four tackles and a forced fumble for the Claymores.
Husak completed 17 of 25 attempts for 163 yards and one touchdown on the day. The Broncos' quarterback leads the NFL Europe League with 2,171 yards passing and 13 touchdowns this season.
