Practice Report

Running back Stephen Davis practice Wednesday for the first time in nearly three weeks and maintained that he would play against New York on Sunday. Davis said he plans to test his right knee more Thursday, with more cuts.

Redskins coach Steve Spurrier isn't sure if Davis can handle a full load, saying he might have to split time with Kenny Watson.

. . . Champ Bailey will return punts Sunday and couldn't be happier. The Redskins also are excited about what he can do.

''He can be extraordinary,'' special teams coach Mike Stock said. ''He's already shown he has the gift. He already knows what to do with the ball. He has all kinds of athletic ability. He has good size, instincts and vision. It's a feel and the more you do it, the more confident you are. He just needs a little more repetitions.''

. . . Guard Brenden Stai did not practice and one has to wonder about his future in Washington. It's obvious that Tre Johnson is the immediate future at right guard and Stai has never played left guard.

. . . Redskins safety Sam Shade missed practice because of a bulging disk in his neck. Shade will be re-examined Thursday. Shade won't play Sunday.

. . . Receiver Justin Skaggs isn't guaranteed a spot on the active roster Sunday. If he is, Skaggs will likely cover kickoffs and block on punts.

Skaggs won't return kickoffs, at least not Sunday. And he's never fielded punts.
