Each player can increase their 2013 base salaries to the low restricted free agent tender by meeting certain playing time percentages and undisclosed team qualifiers in 2010, 2011, or 2012. This salary escalation is also tied to the player participating in 80% of the team's off-season workouts in each year of the contract.
Despite the absence of a salary cap, there is still a "rookie pool" that NFL teams have been allotted to sign their 2010 draft picks, as well as the signing bonus proration for their undrafted free agents.
Seattle's rookie pool number is $7.057 million dollars, and they have $5.695 million dollars remaining. (80.2%)
