Burress will miss his third consecutive game after injuring his hamstring early in the second quarter of the Pittsburgh Steelers' Nov. 21 game at Cincinnati.
Burress opened the week listed as questionable, but was downgraded Thursday afternoon by coach Bill Cowher, who didn't explain his decision.
Also missing Thursday's practice were running back Verron Haynes (knee), defensive ends Brett Keisel (hamstring) and Kimo von Oelhoffen (knee) and wide receiver Sean Morey (quadriceps).
Kendrell Bell and Chad Scott have already been ruled out of Sunday's game. Haynes, Keisel and von Oelhoffen are questionable. Morey is probable.
Added to the injury list Thursday was rookie cornerback Ricardo Colclough with a hip flexor injury. Colclough practiced Thursday and is probable for the game.
In Burress, the Steelers are losing their top deep receiving threat. Burress ranks fourth in the NFL with an 18.8 yards-per-catch average. He has 32 catches for 601 yards and 4 touchdowns.
