Comments: Bell, if the Saints don't match the offer sheet, will back up new starting RB LeSean McCoy. It's doubtful the Saints will match based on the terms of the deal. The league informed both teams late Thursday that the offer sheet was executed on Tuesday, so the Saints have to make their decision by 11:59 PM ET on 3/23.
Tapp has plenty of talent and upside, but has underachieved to a degree. The Eagles signed him to an extension right away, so they obviously think he can immediately push for a starting job opposite DE Trent Cole.
The talented, but troubled Andrews hopefully will get his back and mental state well enough so that he can resume his career.
Howard, who turns in November, can play DE or move inside in passing situations.
Curtis, who turns 32 in July, fits in as a third or fourth receiver at this point in his career. He clearly looked to have lost a step last season.

San Diego Chargers
Wednesday: Re-signed DL Ian Scott.
Thursday: Traded QB Charlie Whitehurst and a 2010 second-round pick to the Seattle Seahawks for a 2010 second-round pick and an undisclosed 2010 draft pick.
Comments: Whitehurst wasn't ever going to play for the Chargers, so they got what they could, which wound up being plenty. They'll move up 20 spots from the 60th overall pick to the 40th, plus they'll get an additional pick in next year's draft. That's getting great value.
San Francisco 49ers
Monday: Signed QB David Carr, traded QB Shaun Hill to the Detroit Lions for a 2011 seventh-round pick.
Wednesday: Signed CB Karl Paymah.
Comments: Carr could wind up pushing Alex Smith for the starting QB job.
Paymah figures to compete for playing time in San Francisco's dime defense as well as a role on special teams.
Monday: Signed TE Chris Baker, signed WR Ruvell Martin, released S Deon Grant, re-signed DE Darryl Tapp, waived LS Matt Overton (Non-Football Injury), waived FB Tyler Roehl.
Tuesday: Traded DE Darryl Tapp to the Philadelphia Eagles for DE Chris Clemons and a 2010 fourth-round pick (originally property of the New York Jets), signed LB Matt McCoy.
Thursday: Traded a 2010 second-round pick and 2011 undisclosed pick to the San Diego Chargers for QB Charlie Whitehurst and a 2010 second-round pick, signed RB Quinton Ganther.
Comments: Whitehurst will have to get up to speed on the West Coast offensive scheme before he can compete for the starting job against veteran QB Matt Hasselbeck. The Seahawks are taking a big risk on a player who hasn't thrown a pass in a regular season game in four seasons.
Baker will back up TE John Carlson.
Martin has a chance to make Seattle's roster as a fourth or fifth receiver.
The release of Grant is somewhat surprising since that leaves FS Jordan Babineaux and Jamar Adams as the only safeties left on Seattle's roster. Grant was signed through 2012 and carried a base salary of $4 million for 2010. A source believes the reason why the Seahawks cleared Grant's $4 million in base salary out is because they plan to sign or trade for WR Brandon Marshall. Veteran WR Deion Branch could next on the chopping block because of his $5.470 million base salary.
Tapp only started five games last season, so his role should be easily replaced.
McCoy fits in as a backup at WLB.
St. Louis Rams
Tuesday: Signed C Hank Fraley, re-signed G Mark Setterstrom.
Thursday: Re-signed RB Ken Darby, re-signed LS Chris Massey.
Comments: Fraley will back up starting C Jason Brown and is also capable of playing guard. Setterstrom could get a chance to compete for the starting RG job.
Darby was an exclusive rights free agent.
Tampa Bay Buccaneers
Wednesday: Signed S Sean Jones.
Comments: He'll likely compete for the strong safety job.
Monday: Signed P/K Ricky Schmitt.
Tuesday: Re-signed DE Dave Ball, signed DE Jason Babin to offer sheet.
Comments: Ball was a restricted free agent. Look for the Eagles to decline to match the offer sheet. Should that happen, Babin would likely handle the third DE role for the Titans. The deadline for the Eagles to match is by 3/23 (11:59 PM ET).
Wednesday: Signed QB Rex Grossman.
Comments: Grossman will likely be the backup for starting QB Jason Campbell.
